The Turkish Naval Forces is in charge of protecting Turkey against any attack from the sea. It is the second largest force under the command of the Turkish Armed Forces. Its establishment date is 1081, the establishment date of the navy formed in İzmir by Çaka Bey, who is considered the first Turkish sailor.[1] With the Emergency Decree, which was amended and accepted on November 9, 2016, the Command, which had been in the establishment and staff of the General Staff until that date, was transferred to the staff and organization of the Ministry of National Defense.[5] In addition, the same Decree also regulates that the president and prime minister can give orders to the force commander and their subordinates, and that these orders are carried out without the approval of any institution, organization or person.

With the signing of the Mudanya Armistice on October 11, 1922, the Naval Ministry building in Kasımpaşa was converted into the headquarters of the Istanbul Naval Command on November 14, 1922, and the maintenance and repairs of small-tonnage warships (Burakreis, Chios, Isareis and Kemalreis gunboats and three Tasoz class destroyers) were carried out. work has been started to make it ready for operation.

In addition, in parallel with these studies, the TCG Hamidiye Cruiser, which was planned to be used as a school ship, was taken into repair.

Pursuant to the Treaty of Lausanne, since the Straits region is in a neutral status to be administered by a special commission, it was decided to build a port in the Sea of Marmara that will serve as a base for the Navy, and for this purpose, feasibility studies were carried out for suitable places in the Gulf of Izmit, which is the most suitable region. In 1923, a new command was established in Izmit under the name of Marmara Base Bahri and Kocaeli Fortified Area Command, and the French school building, which was actually a church, was purchased and the Command Headquarters was transferred to this building. Izmit Naval Command was attached to this Command.
